Form 7 Overview & Rules

**Form 7** is a critical tool for maintaining electoral roll integrity, allowing citizens to report duplicate cards, relocate registrations, or delete deceased family members' cards.

Important: Submitting false objections or deletion claims without proof is a legal offense under the Representation of the People Act.
  • Requires the exact Voter ID (EPIC) code of the voter being reported.
  • A registered family member or local constituent is permitted to request deletion on valid grounds.

Complete Voter Deletion & Objection Guide (Form 7)

When should Form 7 be submitted?

Form 7 is filed for clean-up revisions. Objections are raised to exclude invalid names from the constituency register:

  • Death of Elector: When a registered voter passes away, family members must file Form 7 to remove the name from the rolls, preventing fraudulent votes.
  • Shifted/Relocated Voters: If an individual relocates permanently to another address, their registry at the previous residence must be deleted. They must register fresh at the new constituency.
  • Duplicate Enrollments: In cases where a voter has multiple voter ID cards in different booths or cities, they must retain only one and request the deletion of the duplicates.
  • Disqualification: Objections can be raised against someone who is not an Indian national or does not meet minimum age criteria.

Documents Needed for Deletion

When filing the Form 7 on the official Election Commission gateway, you will need to provide appropriate justification and supporting documentation:

  • For Deceased Voter: Copy of the official Death Certificate issued by municipal authorities (mandatory for immediate approval).
  • For Shifted Voter: Shift declaration or address proof of the new residence showing relocation.
  • For Duplicate Cards: Copies of the multiple EPIC cards being deleted, with a declaration of which single card is being retained.

Objection Procedure and Steps

The objection process involves local polling checks. Here is what happens:

  1. Redirect Card: Input the EPIC number and select the state in the redirect form card above.
  2. Official Submission: Fill out the detailed Form 7 on `voters.eci.gov.in`, listing your details (as objector) and details of the elector to be deleted.
  3. Verification Notice: The Booth Level Officer (BLO) receives the task and conducts a physical inquiry. They visit the address to check if the elector has shifted, deceased, or duplicate registries exist.
  4. Electoral Officer Decision: Based on the BLO verification report, the Electoral Registration Officer (ERO) approves or rejects the deletion from the constituency roll.

FAQ on Voter Card Deletions

Q. What if a name is deleted by mistake?

If your name was deleted incorrectly, you must submit Form 6 to register again as a new voter and complete the verification process.
